Ted was re-appointed to the Authority in 2003 under the then existing arrangements for the appointment of Magistrates. Ted served both as Vice Chairman of the Authority (2002-2004) and Chairman (2004-2005).
Teds special areas of responsibility are ensuring compliance with the processes for investigating complaints against Police and monitoring the implementation of recommendations made in reports of the Independent Police Complaints Commission (IPCC).
