As law enforcement professionals from around the world gather in America for a major international conference amongst the speakers will be Chair of Cleveland Police Authority, Councillor Dave McLuckie, and Chief Constable Sean Price.
They will be taking part in 116th Annual Conference of the International Association of Chiefs of Police, which is being held in Denver, Colorado. Councillor McLuckie will be explaining to delegates the workings of the 'tripartite' system of policing in the UK -- involving the Chief Constable, Police Authority and Government -- whilst Mr. Price will speaking on the innovative training partnership developed between the Cleveland Force and Teesside University.
Says Councillor McLuckie "I think it underlines how highly policing in Cleveland is regarded that both myself and the Chief Constable have been invited to speak at what is without doubt the most important event of its kind in the world, with over 14,000 attending.
"I hope to use my contribution as an opportunity to explain why we see our current tripartite arrangement for delivering policing -- enabling us to strike the right balance between operational control under the Chief Constable, the interests of the local community represented through the Police Authority and the national oversight through the Home Office -- as so important.
"We know there are some who would like to change the arrangement -- and no doubt there will be considerable debate on the issue in the run-up to the General Election -- but I will be telling colleagues at the conference that it is system which has proved to be effective...and which should not be undermined."
The Conference takes place from October 3-7.
