The CPA Stakeholder Event "Rising to the Challenges" took place on Friday 4 February 2011 at the Riverside Stadium, home of Middlesbrough Football Club. The event was attended by over 100 stakeholders including Senior Police Officers, Mayors, Local Councillors, Members of other Police Authorities as well as representatives from numerous partner organisations in Cleveland and across the country. The stadium was also visited during the day by the new Cleveland Police helicopter (see below).

The CPA Chairman highlighted the challenges faced and the achievements gained by the Police Authority in 2010 and outlined future challenges ahead in light of the proposed Police Reform & Social Responsibility Bill and the cuts in policing budgets as a result of the Comprehensive Spending Review.

Partnerships for the Future - Steria

Steria are the strategic partner who operate the following services on behalf of Cleveland Police - Control Room, Criminal Justice, Information Technology, Telecommunications, Finance, Human Resources, Procurement, Estates, Fleet Management and Administration Services. A new and innovative feature introduced by Steria is the "ring back" service where members of the public are called back for views on the 999 call service they have received.

Police Authority Finance Update

Mr Michael Porter (Treasurer, Cleveland Police Authority)
Echoing the CPA Chairman's Welcome Address, the financial challenges facing the Authority and Force were addressed by the Treasurer. Topics included the policing priorities, the strategy for addressing the challenges, a review of current Force performance, 2011-12 Finances (Budget, Precept, Long Term Financial Plan and Savings), and plans for a cost neutral new Police Headquaters.

Mystery Shopper Programme

A number of volunteers report back to the Police Authority on their satisfaction with a number of Cleveland Police services. Consultation & Community Engagement Achievements

Mr Peter Hadfield (Independent Member, Cleveland Police Authority)
The Police Authority annually consult with the public on a number of key areas such as policing priorities and budget usage. In Summer 2010, in partnership with Safe in Tees Valley, Cleveland Police Authority collated public views on policing on camera via the "Voicebox", a transportable diary room style booth.

Policing Prioritiy Speed Dating

Delegates were given the opportunity to question specialist officers for five mintes each in the fields of CID, Response, Roads Policing, Air Support, Counter Terrorism, Vulnerability Unit, Serious and Organised Crime and Neighbourhood Policing. All participants were given £100 of “CPA Policing Pounds” (representing the police portion of their Council Tax) to allocate to the areas they would most like the police to spend their money, by placing amounts in designated bins. After lunch, the amounts received for each of the areas was presented. These were as follows:

- Response (£1295)
- Neighbourhood Policing (£1235)
- CID (£1125)
- Air Support (£940)
- Counter Terrorism (£900)
- Roads Policing (£885)

Panel Question & Answer Session

A panel comprising Cllr Dave McLuckie (CPA Chairman), Mr Michael Porter (CPA Treasurer), Mr Rob Dale (Partnership Director, Steria) and Mr George Hewitt-Henderson (Head of Custody, Reliance) answered questions from the floor. Topics included the introduction of Police Commissioners, PCSOs, Vetting, Budgets and Commissioner Effect on Private Partnerships.
The event concluded at 2.00pm.
